SOLVED - Can't Pay your Bill Online Solution (Chrome)...

Hello This is due to the login confirmation sending you in a refresh loop, Easy fix in Chrome top right of the browser left click the 3 dots or (Hamburger) then select New Incognito Window, now login but tick the box stay logged in and you should be all set. If this does not work no problem just click on the green lock top left and delete all the xfinity cookies then open a new Incognito tab and repeat the first step. No stress enjoy you day.

This is still happening, three months later. Xfinity needs to get their website together and actually fix the issue.
