Service transfer as a result of wrong address

Xfinity is charging me a 79 balance transfer fee for a transfer that never happened.

I am a new customer and ordered an install for 10 sep, they had my address wrong for the install and instead had the house next door, everything else was correct. On the day of the install the tech installed at my place but had to change out equipment since it was assigned the wrong address in order to get things working. I paid my first bill which included an installation fee, but on 22 sep was assesed a 79 balance transfer fee for apparently moving the service from the house next door to mine even though there was never service there and the mistake was simply one digit 

no one seems to be able to help or understand that I should not pay for a transfer that I did not do or that never happened
