Service Agreement Violation

Why do customers have to uphold their end of a contract with Xfinity but Xfinity can do what they want on their end. We have been dealing with trying to get our bill fixed for several months now. We have spoken to several incompetent employees and even had several supervisors refuse to talk to us. It was always we would get a call back or just down right refusal to uphold our service agreement. We even had proof and they even listened to the initial call where we received the offer. We even have it in writing. And still months later nothing has been done. We are loyal customers but they treat us like we are stupid. They tell use they don't offer the deal we received but have solid proof of the offer. What can be done at this point? I feel we should get the offer we were promised and refund or credit all the over payment so far. Any advice would be great!
