Salt Lake City outages for last month unacceptable / no credits after 3 requests in a month

I've had outages since May 24 about once a week for sometimes 4-5 hours during the work day and this last time on July 4m there wasn't even a hotspot with service near me. I applied for credit for outages on May 24, June 4, June 7, June 23 and July 4.  After the first 3 pathetic tiny credits, it tells me for the last two that I've exceed amount allowed for outage credit- is this a joke?  I've tried calling 3 times today to talk to a real person to find out what is going on with these outages we've never had once before May and of course I cannot get a live person no matter what I do.  I guess my only solution is to cancel my entire plan and go to Utopia - it's totally unacceptable to have regular outages with to explanation and no sign of what is happening or if/when it may end.  This is the worst customer service I've seen from any company in years.  Xfinity, your customer guarantees and service promises are not being lived up to at all.
