Refund credit balance on closed account / billed during non-service

I’m being billed for internet service that was not deliverable because the drop/construction was not completed. Account is now self-disconnect. Comcast issued credits, but since I’m closing the account I need a credit balance refund (refund check/ACH) and the account closed at $0 with no collections. I also need removal of a $100 Technician Recovery fee that appeared on a bill. Please advise and I can DM details if requested.
