Professional Installation Fee

Hi, 

I recently moved on August 12th and decided to continue my service with xfinity in the new apartment but when I went to activate my service with the xfinity modem, it wasn't getting a signal. I had to call comcast to troubleshoot but it looks like there hadn't been xfinity service at this address for over 3 years so they told me they had to send someone to activate the service. Now, they repeatedly told me when I agreed to having them send someone out that if all that the person had to do was activate the box and not install anything, that the $100 pro installation fee would be waived, but when I went to look at my bill this month I am being charged the fee even though all the person did was activate the box, took a couple of minutes, and everything was good. I got in contact with two different people at customer service, one person who specifically told me that the policy was that it should be waived but that they couldn't waive it and that they didn't have any supervisors available so they couldn't help me, and then another person today who told me that the two people who told me that this policy existed were wrong, that comcast has never waived the installation fee in these cases, and when I asked for a supervisor she told me all she could do was give a $25 credit. I accepted the credit because I figured it was better than nothing but it is frustrating that two people told me one thing and then the third tells me something completely different and I am left paying an extra $75 plus tax when I apparently shouldn't be and from reading through questions on here the policy does seem to be that for simple activations comcast does not charge. I would really appreciate it if someone could please give me an idea of what the actual policy is here or help me get this resolved.
