Payment arrangement is bugged on my end

I was told that I would be able to do a payment arrangement and apparently my account has a glitch that cannot do that according to an agent I talked too, was wondering if I could get any help on the matter I’ve tried for a couple days no response not even a phone call, when it was told I would receive a phone call to resolve the issue
