Past Due bill or restore services

They will not restore my services or allow me to get a payment arrangement  I don't have the whole $1344.06 to pay all at once to restore my services. I have a temporary service plan that has been processing for a while, just to have internet access. Every time I call I get different answers from different customers agent.
