Whenever you see "partial charges" on your billing statement, it usually means there was an adjustment from the previous bill. In the case of returned equipment, you were probably charged for a full month of equipment use on your May bill, but if you turned in the equipment before the end of the billing cycle, the unused portion of that May equipment fee will be added to your June bill as a negative "partial charge" or credit. If the dollar amount is in parentheses or has a minus sign "-" in front of it, then it was probably a credited adjustment from the previous month.
There will usually be two numbers listed in the "Partial charges" section of your bill, a negative charge for the service that was removed and a positive charge for the service that replaced it. In the case of a downgrade, the positive charge should be less than the negative charge, resulting in an overall credit on your bill.
