Need a $5.29 credit still on an erroneous franchise fee

I just paid the latest bill (which should be $102 = $95 contractual rate including all fees and taxes + $7 storm ready monthly charge) at $108.49. This was after some of the mistakes were credited. I still need the $5.29 franchise fee credited. The $108.49 was $6.49 too high. Next month should be $102, my regular bill minus the $6.49 overcharged this month = $95.51. It is showing for 7/13 - 8/12 as $100.80. You will notice that difference is the $5.29 that should still be credited. Please issue the $5.29 credit so my bill is $95.51 coming up, to make up for the overcharge I just paid.

Hello, @user_zgj17i a franchise fee will show up on your bill at times and this varies for each market. Do you know of something specific that changed on your account that lead to the fee?

Yes - a bunch of charges that were in error - there was a couple of charges for a home visit and installation which I didn't ask for and there was no "installation." That fee was added at the same time and I was told it would be removed, but wasn't.

My contractual rate, inclusive of all fees and taxes is a flat $95 for the two year term. (Plus the $7 for the storm ready wifi). All this had to do with replacing warrantied equipment, for which there were to be no charges. You will see I am still owed back that franchise fee.

The DM goes to a conversation from last month - is that correct? The last person to comment was a person from Xfinity offering cell service.
