Mystery charges for past few months, no one will fix is

I saw that there were $60 charges coming from my bank, and I thought it was auto pay. Then I got a late charge and realized it wasn't coming out at all. 

I contacted people and they all said they would send a ticket for this mystery charge. I want refunded, almost $300 going to absolutely nothing is absurd. 

No one knows why it's coming out either.
