Maximum Outage Credits

My Xfinity internet service has been down for multiple days recently, including another outage this morning. This has significantly impacted my work, which requires internet usage. I attempted to request an outage credit today and the response was that I reached the maximum amount of credits. Why is there a limit on credits if the service continues to go down?
