interruption credit

Having many days of internet interruption in the past few months, some during normal business hours and lasting more than 4 hours. Claimed interruption credit online, got $5 credit twice for 2 incidents in June and July, but got error message "Your account isn't eligible for a credit at this time" when trying to claim credit for last few incidents in August.
