Why do I have to pay $40 for a technician to come and check the wiring in my new apartment?  Previous tenants are using it without a problem.  Moving my existing Xfinity service to the new apartment, I'm being asked to pay $40 for "checking the wiring".  Seems odd.  I'm paying for a service where I must pay an additional $40 to make sure the service is working correctly?   

Analogy:  Seems like I am buying a new car, but they are going to charge me extra to check it out to make sure it works before I drive it off the lot.  Weird.
