Incorrect billing every month

I actually need someone to fix my billing issue. Instead they are not listening to what am I saying and just lower the bill for the month. I cant go through this every month.  I have screenshots and confirmations from back in April when the agent helped me.  But my bill hasn't been correct since.  I've talked with SEVERAL agents and wasted so many hours and brain cells.  At one point they even removed my internet equipment on my account to lower my bill and then I had no internet.  I need someone to actually listen to what im saying and also let me share the previous information the first agent gave me.  The last agent told me he would be checking my account every month to make sure I'm billed correctly.  I knew that wasn't going to actually happen. And of course I'm again being billed incorrectly. Like I said I want this fix for good because I don't have the bandwidth to do this every month.
