I'm supposed to be on Internet Essentials, but have an outstanding bill

I applied for the Internet Essentials program and was approved in December, took my ID in to my local Xfinity store and had my service set up there. The employee said I had the choice between 14.95$ that will get a 14.95$ monthly discount or 29.99$ that will get a 29.99$ monthly discount. I picked the larger service since it was "free" and I have the devices that could use it, the store clerk even agreed. So he set it up and told me that the the monthly discount could possibly take up to two cycles to show up on my account. So I disregarded the past due warning that was always there on my Xfinity thinking the discounts are just taking a while to get applied to my account. 

It's now July and my services have been disconnected and there is an outstanding 180$ bill I have absolutely no way to pay any of it...
