help with internet essentials

I was on the ACP Program until it was discontinued.  My house was involved in a fire on 5/13/2023.  I had to move in with my parents until last week while the house was being renovated.  I continued my service under the ACP program because I did not want to lose my home telephone number.  In April 2024 Comcast came and installed underground wire and then had a technician install equipment inside the house so they could make sure everything was working.  It was not, so another gentleman came a week later.  Even though he activated the equipment the house was not yet habitable and I did not move in until last week.  Xfinity is saying I do not qualify for the internet essentials program because I have had internet for at least the last 90 days.  But again, I was not able to live there.  How can I get someone to understand that My bill went from $14.00 (ACP) a month to $98.00 a month, and I had to pay $100 to have the cable installed even though it was because of the fire, and I was not allowed to move back in yet.  Please help.
