Getting charge four hundred ninety nine dollars for an ipad

I called Comcast to try to lower my bill.And they pushed an ipad On me and to open a mobile account that will lower my bill.

 They sent the iPad and I did not open it. I sent it back and they said they received it damaged. So they charged me $499.
