FRAUDULENT CHARGE NOT REFUNDED

Hello,

Last week, I chatted with a representative regarding $26.21 charge that was made to my credit card. The representative said that it was for a mobile line - my plan comes with a free line AND I do not use the line (I was not given the ability to cancel this so it sits unused). After I pointed this out, the representative said this was my internet installation fee - the installation fee was charged in August when I began service. After arguing with them over this and having to shut down four different attempts to upsell me on another plan, the representative finally admitted that the charge was in error and would be refunded. 

It has not been refunded. Give me my money back or I will report this as credit card fraud.
