Charges for Equipment while it said equipment included in the very first confirmation

I upgraded my internet plan to this Extreme Pro+ internet plan this April and it says the equipment rental is included for 24 months. Now I was charged for the voice modem, which is in the all-in-one xFi gateway for extra 14 bucks a month. Has anyone else met this situation? Is this normal? (Maybe it's normal for Xfinity to do this)
