Charges for digital converter

About 4 months ago I got a charge for a digital converter, which I don't have. I called customer support and they took the charge off that month's bill and said I don't have to pay the charge. The next month I got charged again and again for the following months. Why do I keep getting charged for equipment I don't have and that xfinity has already acknowledged that I don't have?
