Charged for outside repair

Had a tech out who had to replace connections outside the house. Everything inside was fine once he did that. Then I'm charged for a repair. Never been charged for outside repair to any service since that is considered the companys equipment. Very unhappy. Looking for a different provider. Customer service on the phone first said it was a 'set up charge'  Then they told me the outside equipment had to be activated !?.. It was a cable line that had been working for years until a storm required new cable ends. Just trying to get every dollar they can from us !
