Can't add new payment method.

I need to add a new card to my account as the previous card has expired. When I tried to add a new method I received the screen saying that contact information needed to be verified to add a new payment. I checked my account and updated both the phone number and both emails and verified them but still receive the same error. I figured it might take a few days to clear the error so I paid over the phone instead as a result last month. However when I tried again this month I am still getting the same error again so the error didn't clear after a month's time and I am still unable to add a new card to the account.
