Cancelled service in Dec and was still billed in Jan

I called on the phone to cancel my Xfinity service in December and come January I was billed again. I called back and they said for some reason the cancellation did not go through and that they would cancel it this time and that I would receive a refund. Weeks later I still have not received a refund and my service still has not been cancelled. What am I supposed to do?
