BillPay will not Load

For the past month I have been trying to pay my bill online and when I hit pay bill - I get the following message:
 
 
I have cleared all history, cookies and cashes and I have tried paying on Chrome and Explorer along with trying to pay in the app. I have tried signing in with the main login and additional log in and nothing will allow me to pay my bill. I have also tried to call in and pay but it would not let me pay there and your AI chat and AI phone service STINKS and doesn't understand the problem and won't let me talk to a live person!  I have hit "RELOAD" over a hundred times at various times over the last month and STILL cannot pay my bill.  Can you please fix this so I can pay you?
