Billing issues

My credit card on file was updated with new expiration date for the automatic payment over a week ago
My service was interrupted (school and Government businesses) due to your malfunctioning billing system
I was forced to pay over FOUR TIMES of my monthly payment today in order to restore my service
Please EXPLAIN
