Billing issue

Hi, my regular billing is used to be $59.99  but the billing that I received for March increased to $79.99 and I never subscribe any upgrade agreement!

so I want to know the reason, and also want to know how to get it back. I don’t wanna be charged $79.99 without notice and my permission .
