Billing /acp- mobile and the other $20.00

In the beginning I started out with the internet essentials through the,"ACP PROGRAM."

A year later when I needed to rectify. A woman who works with Xfinity told me that if I switch my mobile service to them that the remaining 20.00 would go towards my cellular bill each month. And I accepted after her telling me I needed a new phone thru them because my phone I did have would not work with their s

Service. I was on the understanding that the phone they were sending me was one of the free phones they had listed on their website that were shown. Their site had listed I believe 2 phones at that time for free. But that's not what was sent to me. I was to activate the phone the beginning of the following month. And cancel the service I was currently using.

Which I did. That way I knew I had the money to pay the remainder of what I would owe each month.

But that is not what happened. 

That same woman told me I was getting unlimited phone service also.and since I was understanding that this 20.00 payment left over from the acp program that paying for their unlimited service would be not so costly to me since I have limited I come each month.

So now I have been paying for the phone they sent me each month. Which I thought I was getting one of their free phones they had at the time. And I have yet to see the 20.00 to be applied also to my account each month, my bill is like 60.00 a month. Where is the extra 20.00 each month going to ? Because it hasn't been being applied to my account! 

Every time in the past I talk to them I'm told it will be fixed. when? All that money should be refunded to me ! [Edited: "Language"]
