Billed $100 service fee without any warning

After months of having slower service In my house for no reason and even swapping the router we had a technician come out (reccomended by customer service rep without any implication of a service fee or any disclosure) on my autopsy noticed my bill was $100 higher (normally $82) with no way to get ahold of representative i am writing this message.
