Bill sent to collections

6 months ago my auto pay bill increased in price by 3x at the end of a 12m "specials price". Due to life circumstances i was not able to monitor the rate increase in a timely manner or negotiate a price i could afford. I have payed off a portion of what is owed but the remainder ($230) has been sent to collections. I have 3 questions.

1.) Can i settle what is owed directly with comcast? If yes, would they be willing to negotiate on how much is repaid?

2.)  Will i be able to reactivate services as "new customer" once the bill has been paid even though it has went to collections? 

3.) If yes to question 2. how long would it take to resume normal service?
