Being billed for xfinity's ACP mishaps

So about two months ago (August 29th) to be exact. I was re-approved for the ACP, after having trouble recertifying on xfinity's end. I've been back and forth with ACP and Xfinity customer service (over the phone, chat, reddit forums, etc.), trying to get this new approved ACP application applied to my account. I've had multiple reps tell me "Congrats, it looks like it's been successfully applied to your account, you should see it within 2-3 days" or "everything looks good on our end." When really, it was never added to my account. So, after a month, I started getting charged my normal bill of $29.99 plus a 29.99 "ACP reversal fee" (as I was previously enrolled). I chatted and called customer service multiple times to see if this could be refunded as ACP should of covered this and I've been told that it should be refunded/credited within said amount of days. Well, it was never credited, and many of the reps just straight up lied to me. 

Last week, I called xfinity customer support (once again), and explained my situation. The lady sent me a link to my email that seemed to have finally added ACP to my account. However, the past two months I've been technically lied to and I'm being left with the bill. 

Is there anyway to get this refunded? ACP has provided me with internet for the past few years, as I'm already on a extremely tight budget.
