I see you want to add your fiance to the account so they are reflected on the bill. If your concern was them being authorized, as long as they are listed as the Primary User or Manager online, they'd be able to reach out to cover any account details needed.
I know at times, some need their name on the statement for documentation purposes, so we can add them in the "Bill To" section. You would remain as the account holder, but you can have both names, or just them, listed when it's mailed out or generated online.
If you want them to be an "official" account holder, we may need to take another path to restart the services under both names. Would creating a user role or adding them to the bill to section work for you?
