Green Cable Box

I was told by a xfinity worker that the cables in the green box in front of my house(driveway) is no longer used and that I can just fill it in with concrete. How can I get confirmation that I can proceed with that?

Note, the cable box is damaged and poses a safety hazard. So if Xfinity doesn't want to allow me to fill it in, you will need to come out and replace the box.
