Has this ever been resolved?
I have the same problem and after a lot of searching finally found this thread, hoping for a solution.
I believe the "create an account" popup started appearing after I had trouble with my Xfinity Norton security program. I received a message stating my "subscription has been canceled" or somesuch. I followed instructions found on the Xfinity site to reinstall but that didn't work. I was automatically routed me to the Norton site to install Norton 360 from there. Seemed legit so I continued. I was given some sort of activation code (told me to write it down) but it did not work - Norton would not activate. I then uninstalled and reinstalled again with the same exact results. I called Xfinity help and after nearly an hour on the phone they said they would call back. Never happened. At that point I gave up, turned on the native Windows7 protection and firewall programs, then went about my business. A couple of days later I checked and the Xfinity version of Norton was again working and had switched on its protection programs without any interaction or acknowledgement on my part (kind of scary). Since then I periodically get the "create an account" popup, and by periodiclaly I mean way too often. I keep dismissing it, not even knowing if it is actually a Norton thing - could be some sort of fishing scheme. The popup is especially annoying as my family members keep asking me what they should do when they get this Norton message. Am I stuck with it forever? Am I getting it because I followed instructioins and attempted to install Norton 360? Reading this thread, I have learned that as an Xfinity customer and using the provided security package, that I don't need a Norton account. It is for managing software purchased from Norton.
