That is no help. I am experiencing the same issue with an XR11 remote that was not present with my previous TV (a Sony). Once I got a new TV, paired the TV and then paired the Receiver - I can no longer use "All Power" to turn off BOTH the TV and the Receiver. Only the Receiver turns off. I can turn the TV on/off using the "TV" button - but that's stupid when I didn't have to do this before with my previous model. I suspect there is an issue with 1 of the codes being used which doesn't allow the TV/Receive to both co-exist with the "All Power" button any longer. It is either TV or Receiver - but not both. I'll try to open a case with Xfinity support on this - but based on previous experiences, I won't be holding my breath and will likely either get used to having to press 2 different buttons to turn on my TV / Receiver and again use 2 different buttons to turn off my TV / Receiver - or just spend the cash on a good high-end remote that can do it all...frustrating that this was NOT an issue with my previous TV.
