Comcast, I have a suggestion. A lot of the telemarketing calls these days use caller ID spoofing with invalid phone numbers. Your site which allows customers to enter phone numbers to block already checks for invalid phone numbers (just try to enter an invalid number and you get an error message). Why not simply give users the option to block ALL invalid phone numbers? No legitimate call would have a caller ID from an invalid number. If you block ALL invalid phone numbers then I suspect you'll solve the vast majority of customer complaints. Since you already have the invalid phone number logic built into your website, it shouldn't be too difficult to implement. Just a suggestion.
