What's the best and easiest way to activate a new, purchased cable modem?
I've used the online portal and it never works. The last time I called in I got a rep that wasted about 30 minutes of my time. When the new modem wouldn't activate he told me to unplug the modem for 30 minutes and then call back. He said the call would be routed to him. The 2nd call wasn't routed to him, but I got a rep that correctly activated the new modem within about five minutes.
Should I try the online portal again? The app on my smartphone? Or just give up and call in for general help?

Try calling 1-855-652-3446. That is their device activation line.
The redirection to the activation page is what never works. And if we go there manually, and enter all the info, we get an error with instructions to call.
I'd love to be able to activate the new modem without calling in. Sometimes you get a good rep, sometimes you get a newbie reading from a script. The last guy I got, knowing this was a purchased modem that did not do WiFi...said the last part of the process was setting up the WiFi!
