chat and called every day this week . no response.

I use a softphone for work on my computer.  my isp comcast is blocking my outbound traffic.  i have chatted with multiple people and called several times but no one has been able to resolve this.  How do I get to a higher tiered engineer to unblock SIP traffic through port 5060?
