Thanks for the comprehensive diagnostic info, I located the trouble maker, a damaged section of RG6 cable where the outer cover and shielding was eaten away by mice. repairs to this improved speed, must have been ingress interference. I have a attached a before and after image of the upstream channels with lots of uncorrectable losses, after the fix and power down / restart, all is much better.
