No Ranging Response received - T3 time-out **** multiple disconnects every day

I've been struggling with multiple disconnects every day. My xfinity cable drop is in the garage and from there it's connected to a Netgear CM700 modem. From the modem I'm connected to a DLink router. I have a TV connected from the router hard-wired. I see the disconnects on the TV while streaming multiple times during the day. My internet connection on the laptop also goes down when I'm working from home. I'm connected using WiFi on the laptop. I've tried contacting Xfinity Customer Service via multiple channels and they've all gone through multiple iterations of troubleshooting with no luck. The Tier 2 support won't help me because I don't have a leased modem from Xfinity! I checked the logs on the CM700 modem and occasionally I see the following errors:

 

No Ranging Response received - T3 time-out

 

As per the Modem guide, I need to contact the ISP. Following are the details I see in the modem:
