Internet speed taking a header

Anyone else having problems with internet speed taking a header?  I am running 65%-75% BELOW what I am supposed to be getting and paying for.  I can see a little variation, but not 15-20 mips instead of 60.  This is a recent problem (June 2019) My modem is not at capacity and can handle 2.4 and 5G service as well as over 200 mips speed.  Customer support was not helpful and offered nothing that has worked to fix the problem.   My hot spot is faster than Comcast internet right now.  Anyone else having a problem? Any ideas on fixes?
