Internet speed degrades...modem reboot fixes... is this normal?

Hello, I have Comcast's XFINITY 1000Mbps service. Usually, when things are working ok, I get about 250MB/s on downloads. However, I have been experiencing problems. After a few days of working right, at some point the speed becomes really slow (in comparison). Tests show about 20MB/s. I reboot my wifi router (ORBI) and nothing changes. I reboot the modem (NETGEAR) and speeds recover. Is is the modem? The network? The handshake between modem and network? The modem is top-of-the-line, rated for these speeds and more, and used to be working just fine! Thanks! --Luis
