Internet being slow and ping spiking, getting errors in logs

For a while now my internet has being weird, sometimes it will be laggy (slow page loading, ping spikes in video games, fluctuating speed test results, etc.) My usual up and down is: 180ish down and 19ish up, but sometimes when i test it, my upload will be at like .40. I haven't really noticed any pattern since it will happen super early in the morning, to mid day, to at night. I am connected to via ethernet and also experience this on wifi (tested on multiple computers).

notice: i restarted my modem/router once and also attempted to screw in the coaxial cable better incase that was causing a problem.
