What is the exact make and model number of the modem ?
Is this with a WiFi connection ?
For a test, does a computer hardwired directly to the router / gateway device with an ethernet cable have the same problem ?

My direct connect via ether cable was over 1000mbps. My wifi in the next room is 30mbps upload 19 download. Too bad I can’t get a cable to follow me around and connect to my phone and other devices. Typically i just turn off wifi and use my cellular instead.
I replace my XB6 wifi with a mesh system. It's better than the built-in wifi in the gateway. I have never had an issue with all my wifi devices with my Orbi.
Some tips for improving WiFi performance;
There are other options. Google for WiFi repeaters / range extenders, WiFi mesh systems / pods, powerline ethernet adapters, MoCA adapters.
