High Loss / Very Low Upload Speeds

Over the past few days, I have had some very wild internet. For the most part, it is fine, but every day, for 3-4 hours at a time, my loss goes up to 20% and my upload speed goes down to .05 - 1 Mbps. It is normally around 10 - 20 Mbps and the loss is obviously normally 0%. Randomly my download speed will also go down from 200+ Mbps to 2 - 15 Mbps, but this has happened much more rarely. How should I fix this?

 When I go to http://10.0.0.1, I can't find my signal levels. Attached is the picture of the page that I see at 10.0.0.1.

Your upstreams seem a bit on the high side. Try bypassing any splitters if you have any and see if it improves. Also, is there any attenuators on the line?
