I was promised 986 at STORE and BILL.
I assume my computer ethernet port isn't up to standards? my connection is fine. and I"m connecting wired through a CAT6Cable.
So It's gotta be my modem on my 2013 HP pavillion RIGHT?! the guy said I might have to upgrade my modem.

That's incorrect. Both https://www.xfinity.com/support/articles/get-most-from-xfinity-gigabit-internet-service and https://www.xfinity.com/support/articles/requirements-to-run-xfinity-internet-service note that Gigabit service is limited to 940Mbps over Gigabit Etherent.
I second BruceW. Due to the inherent ethernet overhead, 940 max is to be expected.
