Frequent brief internet outages

I have been having this problem off and on for years now and I'm just about ready to switch to century link.  I experience daily outages lasting usually from a few seconds to 30 seconds or so, but they are all back to back, so I'll have an outage for 8 seconds, then back for 2 seconds, then out for 5 seconds, then back for 2 minutes, etc etc. This 'episode' of brief outages will generally last 15 -30 mintues or so and then I'll be fine for hours. I tend to get these episodes 2-3 times a day.

 

I've had comcast techs come out twice before. First time they blamed my modem and they replaced my splitter and line coming from the splitter, and gave me a rental modem. Things were not 100% perfect (still occasional packet loss but only like 1 packet every now and then and not like 30 seconds) but good enough that I could work fine and not notice any outages. I purchased the same modem as the rental modem and used that for a while (6 months or so I'd say) without any real problems.

 

Then for no real reason that I can tell the problems came back. So I called comcast back out and again they say everything looks fine, this time I had gone to a service center and gotten a rental modem ahead of time so they couldn't blame my modem again. They replaced the line from my neighborhood box to the house and once again things seemed fine for a while, that was probably 4 months ago.

 

Now the problem is once again back and I'm about to give up on trouble free internet. 

 

Attached is a screenshot from pingplotter showing my typical connection during these episodes. The bottom graph is a 5 minute window showing a ping to comcast's DNS (75.75.75.75), the red bars are packet loss (e.g. an outage).

I'm open to any suggestions. Every time I call comcast they say everything looks fine and suggest it's my modem's fault and I've gone through probably 5 modems over the past year and they can't all be bad (including 2 different comcast rental modems).
