Extreme Packet Loss

For the past month or longer I have been getting extreme packet loss rendering my internet unusable for gaming. Pinging Youtube or Google in CMD will show pings ranging from 17ms-timing out. I have gone as far as disconnecting everything on my network besides my PC which is connected by Ethernet and it still persists. This Gigabit internet worked great for the first 3 months now its garbage.
