Dropping packets when upstream is used. Been hapening 4 4 weeks and had 3 techs at the house :(

It is an issue that has cropped up every 2 or so years since I have lived here.  They even dug up most peoples yard and redid there lines, but me and my neighbors wern't so lucky. 

What I see is dropped packets while pinging say www.google.com when I need to use the upstream for sending a file to work or providing input while playing an online game, clicking on a link or button on a website.  It ussaly happen after 6pm but can happen at any time and for random length of time.  2 of the 3 techs called in maintaince for something, and it works for about 24 hours then will happen again.  IT is like I"m trigering a security block or scan, or something. 
I don't have any splitters, but due to the house being 15 years old, there are cable conections (I"m guessing with male to male) twice between the drop and my office where I have the modem and all my equipment.  The third tech replaced all the conectors but again it worked for about 24 hours and then started failing again. 

I also replaced my CM700 with a CM1100 to see if that helped.  my trace routs show an strange ip after my router that I'm guessing is my cable modem.  The IP did not change after I changed them.

I"m at my wits end, have been fighting this for 4 weeks with no resolution. 

I have  a high number of correctable Codewords on my one Downstream OFDM cannel but no errors and I think my SNR is ok, but my Power difference is a bit off but not too bad.
