Cold Weather/Rain/Wind causing severe drops in internet connection and major slowdown

Hello! I'll just get straight to the point...

For about 5 to 6 months now Fremont, California, has been having on and off rain and chilly weather, having severe cold spikes late at night between 11pm to 6am. This has caused repeated severe outages in my internet. For about a month I attempted to get this problem resolved having upwards of 7 technician visits, finally after a month, we had one tech realize exactly what the problem was and installed a splitter to try and curb the incoming signal into our Xfinity modem. This solved the problem for about 3 months, however, the issue has returned and I am at a loss for what to do. The problem is clearly not with the equipment in our house, as the technicians who visited the home replaced every line in our house and even replaced our modem with the latest available model. What do I need to do to get Comcast to come out here and take a look at the lines near my home or to prevent this from continuing to happen?

Below is the Downstream readout I got from 10.0.0.1 when the event last occured. I was unable to save the Upstream at the time.

I've asked an employee to check the CMTS for real-time and historical RF signal reports from your modem. They can also check your local node/plant for any degradation or error reports. You can expect a reply in this thread.

Hi ThndrMge. I can assist with further troubleshooting your intermittent internet issues. As nerdburg recommended, I'd like to start with polling the CMTS for real-time and historical RF signal reports from your modem and check your local Node/Plant for any degradation or error reports. Please send me a private message and include your full name and account primary phone number so I can access your equipment.
